Can we consider Pope Benedict retrograde in comparison with John Paul II?

I have seen that the traditionally backwards Catholic church has speed up its rhythm back to the middle ages since Benedict assumed Peter's throne. So in a general context, should we consider it as a failed papacy or one of the greatest papacies in history?
