Rise of Nations Custom Scenario Help?

Hi, I'm playing Rise of Nations on the PC with the Thrones and Patriots expansion. I am using version 03.02.12.0800. I am trying to create a custom map for single player and I can't figure out how to make my custom map use custom rules. For example having that map use Very Expensive and Slow technology.
