Is 3400 mhz considered fast?

I have Intel(R) Pentium(R) 4 CPU 3.40 GHz, 3400 Mhz 1 Core and Two Logical Processors, Samsung and Intel(R) Pentium(R) 4 CPU.I had Samsung Manufacture but I updated my Bios and now have XPC by Shuttle Manufacture.
